Purpose:
The purpose of this meeting was to discuss the U.S Nuclear Regulatory Commission (NRC) staff report on its review of the NRCs regulatory readiness for oversight of commercial transportation of spent nuclear fuel (SNF) and the regulatory oversight roles of the NRC, U.S. Department of Transportation (DOT) and the U.S. Department of Homeland Security (DHS), and to respond to questions from the meeting participants about the staff review.

Meeting Attendance: The meeting was attended by 158 outside participants and 69 members of the NRC staff. Outside participants included members of the public and representatives from the DOT, industry, States, Tribes, and 15 Congressional offices.
Discussion Topics: The meeting included presentations by the NRC Office of Nuclear Material Safety and Safeguards on the results of its regulatory readiness review report, the regulatory framework, and the NRCs roles and responsibilities for regulatory oversight of SNF transportation. Presentations by DOT staff from the Pipeline and Hazardous Materials Safety Administration, and the Federal Railroad Administration addressed the transportation regulations and the roles and responsibilities of those organizations. The DHS Cybersecurity and Infrastructure Security Agency provided a video for the meeting with information about the National Infrastructure Protection Plan and the creation of the Spent Nuclear Fuel Working Group for coordination and sharing of information among Federal agencies.
A question/answer session followed the presentations. Questions and comments during this public discussion period addressed potential DOT grants for state-level emergency response and training programs, further involvement by Tribes, how commercial shipments of SNF may compare to shipments of radioactive waste by the U.S. Department of Energy, past legal challenges to SNF shipments, and concerns with current storage and handling of SNF. NRC and DOT staff responded to questions and provided points of contact for further questions or assistance.
