OF THE DECEMBER 9, 2021, US NUCLEAR REGULATORY COMMISSION CLOSED MEETING WITH THE PRESSURIZED WATER REACTOR OWNERS GROUP TO DISCUSS ITEMS PERTAINING TO DIVERSE AND FLEXIBLE COPING STRATEGIES (FLEX) DATA ANALYSIS On December 9, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with the Pressurized Water Reactor Owners Group (PWROG) representatives to discuss follow-up items from NRCs March 2020, Diverse and Flexible Coping Strategies (FLEX) audit. The meeting notice and agenda for the December 9, 2021, closed meeting are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21333A216. The meeting attendance list is enclosed in this summary.

Background

As a result of the March 2020 FLEX audit, the NRC staff was provided the opportunity to review PWROGs draft topical report (TR) entitled, PWROG-18043-P Revision 0, FLEX Equipment Data Collection and Analysis, which addresses an approach to collect and analyze non-FLEX equipment while describing operating experience initiatives. On June 10, 2020, the NRC staff published an audit summary report discussing the NRCs findings and observations associated with the March 2020 FLEX audit which is publicly available in ADAMS. To address NRCs audit findings, in September of 2021, the PWROG developed TR PWROG-18043-P, Revision 1 (PWROG-18043, Rev. 1) with updated and revised analysis based on NRCs audit summary report.

Discussion Topics In the December 2021 closed meeting, the PWROGs discussion topics included: 1) the overview of Rev. 1 to PWROG-18043, 2) the review of NRCs 2020 audit observations and findings, 3) PWROGs responses to audit comments, and 4) discussion of future activities. The PWROG representatives provided a synopsis of the revisions to the analysis provided in TR PWROG-18043, Rev. 1, based on the most recent data analysis associated with NRCs audit

R. Chang feedback. In addition, the PWROG representatives presented the latest updates on assumptions and uncertainties associated with the analysis. The PWROG representatives also presented an update on the audit feedback provided in the Idaho National Laboratories (INL) staff and contractors technical report INL/EXT-20-58327, Evaluation of Weakly Informed Priors for FLEX Data, which analyzed the weakly informed prior statistical method which was used for FLEX equipment, but based on the INL report did not have adequate run or start data.

Conclusion At the conclusion of the meeting, it was stated that future activities are ongoing and data collection and analysis will continue throughout 2022. No regulatory decisions or commitments were made during the meeting.
