Dear Mr. Warden:

Enclosed is an application dated December 20, 2021, received by the U.S. Nuclear Regulatory Commission from Perma-Fix Northwest Richland, Inc., requesting Amendment No. 01 to license XW027 for the export of low-level radioactive material in the form of contaminated personal protective equipment, plastic, paper, and small quantities of glass generated by hospital and research projects in Germany. Please note, this license will be valid for an additional six years.

The purpose of the amendment is to: 1) increase the quantity of material to be exported from 20,000 kilograms (kg) to 60,000 kilograms, increase the activity all shipments from 1.53 E-2 (TBq) to 5.0E-2 terabecquerels; and 2) extend the validity of the license from September 1, 2025 until September 1, 2026.

Before taking action on this NRC license application, we would appreciate your assistance in notifying the government of Germany of the proposed radioactive waste export and obtaining any comments that the government of Germany might have in the context of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management. We also request your views as to whether the subject export will be consistent with the Convention's guidelines.
