Background:

a. The PWR-2 Lower Core Barrel Shipping and Disposal Container is used to make disposal shipments of large, irradiated reactor components, including pressure vessels, core baskets, and core barrels. The PWR-2 package consists of an outer cylindrical container made of HY-80 steel and an inner disposal liner, which is designed for the specific component being shipped. The outer container is reused and the inner disposal liner is a one-time use container that is buried with its contents. The Naval Nuclear Propulsion Program has successfully made a total of five loaded shipments of the PWR-2 package. All shipments using the PWR-2 package are made under DOE-NR certification. No near-term shipments are currently planned; however, the PWR-2 package may be used for future shipments.
b. The latest Nuclear Regulatory Commission (NRC) Certificate of Compliance (CoC) (Revision 10) for the PWR-2 package was issued on April 5, 2019 (Docket No. 71-9791 and EPID No. L-2018-LLA-0030) with a defined expiration date on July 31, 2022. There have been no operational experiences or container modifications that would preclude continued use of the container.

Request for NRC Renewal: This letter requests renewal of the NRC CoC for the PWR-2 Lower Core Barrel Shipping and Disposal Container, USA/9791/B(U)-85, in accordance with 10CFR71.38. No technical changes are requested to the NRC CoC.
