Background===
On December 13, 2021, pursuant to 10 CFR 50.90, Southern Nuclear Operating Company (SNC) requested a license amendment to Edwin I. Hatch Nuclear Plant (HNP) Unit 1 Renewed Facility Operating License DPR-57 and Unit 2 Renewed Facility Operating License NPF-5 (ADAMS Accession Number ML21347A385). The proposed amendment requested adoption of TSTF-227, Revision 0, involving clarification to the End of Cycle Recirculation Pump Trip (EOC-RPT) Instrumentation Technical Specifications (TS), and TSTF-297, Revision 1, involving enhancements to Feedwater and Main Turbine High Water Level Trip, EOC-RPT, and Anticipated Transient Without Scram (ATWS)-RPT TS.
Subsequent to the submittal, SNC identified the need to editorially correct certain non-technical aspects of the request. The table below identifies provides a description of each issue as well as corrections to the original request and an assessment of each correction. Each correction has been assessed to be of an editorial nature and none impact the technical or regulatory basis for the Technical Specifications changes requested in the original submittal, dated December 13, 2021.
to this Enclosure provides the marked-up pages for HNP Units 1 and 2. provides revised (clean) TS pages. These pages have incorporated changes that address the editorial corrections described in the table below. Note that all HNP TS pages that were included in the original submittal are included in Attachments 1 and 2; this includes the pages corrected in this supplement as well as the pages that are unchanged by this supplement. All pages are included for clarity and convenience as this provides all marked-up and clean pages in a single submittal. Therefore, Attachments 1 and 2 of this Enclosure replace, in their entirety, Attachments 1 and 2, respectively, of the December 13, 2021, submittal.
Description Correction to Original Request Assessment The acronym EOC-RPT is spelled out as End of Cycle Reactor Pump Trip in two locations (first paragraph of the cover letter and page E7 of the Enclosure of the original request). It should appear as End of Cycle Recirculation Pump Trip in both locations.
Please consider End of Cycle Reactor Pump Trip to read End of Cycle Recirculation Pump Trip in the two locations identified.
It is noted the acronym is correctly spelled out in the majority of instances in the original amendment request.
This is a typographical correction.
Enclosure to NL-22-0062 Editorial Corrections - Description, Corrections, and Assessment E-2 Description Correction to Original Request Assessment In the Enclosure of the original request, Section 4.1, Applicable Regulatory Requirements, 10 CFR 50.36(c)(2)(ii)(D), Criterion 4 is misquoted.
Please consider Section 4.1, 10 CFR 50.36, Technical specifications, Item (D), of the original request to read:
(D) Criterion 4. A structure, system, or component which operating experience or probabilistic risk assessment has shown to be significant to public health and safety.
As stated in the original request, TS 3.3.4.2, Anticipated Transient Without Scram Recirculation Pump Trip (ATWS-RPT) Instrumentation, satisfies Criterion 4 of 10 CFR 50.36(c)(2)(ii).
Although incorrect regulation text was cited, the appropriate regulatory criterion was addressed in support of the regulatory analysis of the proposed changes to the TS.
Therefore, this editorial correction does not impact the technical or regulatory basis for the proposed changes to the HNP TS.
In the Enclosure of the original request, Section 4.1, Applicable Regulatory Requirements, a paragraph addressing the requirements of 10 CFR 50.62, Requirements for reduction of risk from anticipated transients without scram (ATWS) events for light-water-cooled nuclear power plants, erroneously cited 10 CFR 50.36(c)(5). The paragraph should cite 10 CFR 50.62(c)(5).
In Section 4.1, 10 CFR 50.62, Requirements for reduction of risk from anticipated transients without scram (ATWS) events for light-water-cooled nuclear power plants, please consider 10 CFR 50.36(c)(5) to read 10 CFR 50.62(c)(5) in both locations.
Although the incorrect regulation number was cited, the appropriate regulatory requirement was addressed in support of the regulatory analysis of the proposed changes to the TS. Therefore, this editorial correction does not impact the technical or regulatory basis for the proposed changes to the HNP TS.
Enclosure to NL-22-0062 Editorial Corrections - Description, Corrections, and Assessment E-3 Description Correction to Original Request Assessment In the Attachments of the original request, the markups and clean-typed pages for HNP Unit 1, TS 3.3.4.2, Note for Required Action D.1 did not match the TSTF-297 proposed wording. The TSTF-297 proposed wording, as well as the wording proposed in Section 2.3 of the Enclosure of the original request, read Only applicable if inoperable channel is the result of an inoperable RPT breaker. In the Attachments of the original request, the second instance of the word inoperable was inadvertently omitted from the Required Action D.1 Note. to this submittal provides the affected TS pages revised to correctly show the HNP TS 3.3.4.2, Required Action D.1 Note, i.e., the previously omitted word inoperable is included in the Note. For convenience, Attachments 1 and 2 contain all the TS pages included in the original request.
The HNP Unit 1, TS 3.3.4.2, Required Action D.1 Note is corrected to be consistent with the TSTF-297 proposed wording.
This is a typographical correction.
In the Attachments of the original request, the markups and clean-typed pages for HNP Unit 1 and Unit 2, TS 3.3.2.2 Note for Required Action C.1 did not match the wording proposed in Section 2.3 of the Enclosure of the original request. Specifically, the markups and clean-typed pages for TS 3.3.2.2 omitted the word an in the Note for Required Action C.1. to this submittal provides the affected TS pages revised to correctly show the HNP Unit 1 and Unit 2, TS 3.3.2.2 Note for Required Action C.1, i.e., the previously omitted word an is included in the Note. For convenience, Attachments 1 and 2 contain all the TS pages included in the original request.
The addition of the word an does not change the intent of the Note but is a grammatical improvement.
This is a typographical correction.
