SUBJECT: GRAND GULF NUCLEAR STATION - ACKNOWLEDGMENT OF RESPONSE TO

NOTICE OF VIOLATION AND NRC INSPECTION REPORT 05000416/2021091

AND 05000416/2021092 AND INVESTIGATION REPORTS 4-2019-021, 4-2020-

025, AND 4-2020-029

Dear Mr. Franssen:

This letter acknowledges your letter to the U.S. Nuclear Regulatory Commission dated January

25, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No.

ML22031A156), which provided a response to the Notice of Violation that was issued in NRC

Inspection Reports 05000416/2021091 and 05000416/2021092, and Investigation Reports 4-

2019-021, 4-2020-025, and 4-2020-029, dated December 15, 2021 (ADAMS Accession No.

ML21349B337). This Notice of Violation included violations involving: (A) an exam proctor

willfully providing inappropriate assistance to engineering students during engineering support

qualification examinations, (B) inaccurate information deliberately entered into a condition report

(CR), and (C) a senior security supervisor deliberately performed maintenance on a personal

security access control device without initiating a CR.

We have reviewed your response regarding violations B and C and find that it meets the

requirements of 10 CFR 2.201. As previously stated in Inspection Report 05000416/2021092

the NRC has concluded that information regarding: (1) the reason for Violation A (EA-20-125);

(2) the corrective actions that have been taken and the results achieved; and (3) the date when

full compliance was achieved is already adequately addressed on the docket in your March 25,

2021 (ADAMS Accession No. ML21085A565), written response. We will review implementation

of your corrective actions for all three violations in a future inspection to determine whether full

compliance has been achieved and maintained.

The Regional Administrator has previously authorized follow-up inspection to be performed

using Inspection Procedure 92702, Follow-Up on Traditional Enforcement Actions Including

Violations, Deviations, Confirmatory Action Letters, and Orders, to review your actions to

address all three violations. This inspection will be scheduled when you notify the NRC of your

readiness.
