TERRAPOWER, LLC - APPROVAL OF SAFEGUARDS INFORMATION SECURITY PROGRAM
Dear Mr. Sprengel:
By letter dated July 9, 2021 (Agencywide Documents Access and Management Systems (ADAMS) Accession Number ML21190A192), TerraPower submitted TP-REG-POL-0001, Revision 1, TerraPower Safeguards Information Security Program. By letter dated March 21, 2022 (ADAMS Accession Number ML22080A192), TerraPower submitted a revised safeguards information (SGI) security program TP-REG-POL-0001, Revision 2A, TerraPower Safeguards Information Security Program. The March 21, 2022, letter requested NRC staff review and approval of the revised SGI security program. The purpose of the SGI security program is to establish and provide adequate protection of SGI related to the development of the Natrium reactor and integrated energy system.
On January 11, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff visited your facility to review TP-REG-POL-0001, Revision 2A, to verify that the program can adequately process and store SGI at its facility. The site visit consisted of an inspection of the TerraPower facility located in Bellevue, Washington. While onsite, the NRC staff reviewed, TP-REG-POL-0001, Revision 2A, and conducted performance testing and interviews with TerraPower personnel to ensure that the program for the protection of SGI is adequate and effectively implements the appropriate regulatory requirements in Title 10 of the Code of Federal Regulations (10 CFR)
Section 73.21, Protection of Safeguards Information: Performance requirements, and 10 CFR 73.22, Protection of Safeguards Information: Specific requirements.
Based upon the NRC staffs review of TP-REG-POL-0001, Revision 2A, and site visit, the NRC staff has determined that TerraPower employees have the requisite knowledge, skills, and equipment to effectively implement the program to adequately protect SGI.
In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room, and in ADAMS. The ADAMS database is accessible from the NRCs Web Site at http://www.nrc.gov/reading-rm/adams.html.
