SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at UUSA, in accordance with the fuel cycle facility inspection program. This is the NRCs program for overseeing the safe operation of licensed fuel cycle facilities. Refer to https://www.nrc.gov/materials/fuel-cycle-fac.html for more information.

INSPECTION SCOPES Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection, unless otherwise noted. Currently approved Ips, with their attached revision histories, are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Inspections were declared complete when the IP requirements most appropriate to the inspection activity were met, consistent with Inspection Manual Chapter (IMC) 2600, Fuel Cycle Facility Operational Safety and Safeguards Inspection Program. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

FACILITY SUPPORT 88050 - Emergency Preparedness The inspectors evaluated selected aspects of the licensees emergency preparedness program to determine whether the program is maintained as required by the Emergency Plan, the license and Safety Analysis Report, and NRC requirements in 10 CFR Part 70.

Emergency Preparedness Program Review and Implementation (IP Section 02.01)

The inspectors selected the following elements, that support the implementation of the licensees emergency preparedness program, to verify compliance with 10 CFR 70.22(i)(3),

Section 6.4.8, of the Safety Analysis Report (SAR), and the Emergency Plan. This was a partial inspection conducted to complete the remaining portions of the Emergency Preparedness inspection, conducted the week of August 10, 2020, (ML21302A040) which were not completed due to the Covid Pandemic. Specifically, the inspectors conducted the following inspection activities:

  • met with off-site support personnel at the Lea County Medical Center (Covenant Health) and the Eunice Fire Department
  • reviewed the last two Emergency Response Organization (ERO) drills conducted on June 22 and July 13, 2021
  • reviewed all on-site and selected off-site emergency response equipment, and reviewed the quarterly inventory checklists completed on June 18 and September 22, 2021
  • reviewed the following Memorandum of Understandings between UUSA and off-site response organizations:

o Lea County o State of New Mexico o Lea County Medical Center (Covenant Health) o New Mexico Department of Public Safety o Permian Regional Medical Center o New Mexico Department of Homeland Security and Emergency Management o City of Eunice Police Department, Fire and Rescue Services o City of Hobbs Fire Department o Lea County Sheriff's Office 3

INSPECTION RESULTS No issues were identified.

EXIT MEETINGS AND DEBRIEFS The inspectors verified no proprietary information was retained or documented in this report.

  • On October 21, 2021, the inspectors presented the exit meeting inspection results to Mr. W. Padgett and other members of the licensee staff.
