SUMMARY
OF THE NOVEMBER 9, 2021, OBSERVATION PUBLIC MEETING TO DISCUSS NUSCALE POWER, LLCS OPERATOR TRAINING ACCEREDITATION PROCESS The U.S. Nuclear Regulatory Commission (NRC) held an observation public meeting on November 9, 2021, to discuss NuScale Power, LLCs, (NuScale) operator training accreditation process. The purpose of the meeting was for NuScale to gather insights from NRC Staff on NuScales ongoing discussions with the Institute of Nuclear Power Operations staff concerning regulatory considerations associated with the direct accreditation of a centralized vendor training facility. Additionally, for NuScale to provide an update to the NRC staff on current efforts related to the development of the NuScale operator licensing program and entry requirements. Members of the general public participated via Bridgeline during the meeting.

OF THE NOVEMBER 9, 2021, OBSERVATION PUBLIC MEETING TO DISCUSS NUSCALE POWER, LLCS OPERATOR TRAINING ACCEREDITATION PROCESS November 9, 2021 The U.S. Nuclear Regulatory Commission (NRC) held an observation public meeting on November 9, 2021, to discuss NuScale Power, LLs (NuScale) operator training accreditation process. The meeting was requested by NuScale to seek insights from NRC Staff on NuScales ongoing discussions with the Institute of Nuclear Power Operations (INPO) staff concerning regulatory considerations associated with the direct accreditation of a centralized vendor training facility. Additionally, NuScale took this opportunity to provide an update to the NRC staff on current efforts related to the development of the NuScale operator licensing program and entry requirements.

Outcomes:
- 1. NuScale discussed how their training facility fits into existing accreditation structure.
Their idea is to have a centralized training facility (CTF) under the umbrella of a training programs that is derived from a systems approach to training (SAT). They stated that INPO and NuScale have been discussing directly accrediting a CTF by a vendor. The staff asked how NuScale envisions the concept being implemented with respect to CTF and multiple licensed facilities at different sites. They acknowledged that some of the SAT-based training activities that would be observed by the INPO accreditation team will occur at the centralized facility, and some will occur at the individual site(s). The NRC staff commented that conceptually there is nothing in the NRC regulations that would prohibit the proposed vendor provided training. The staff added that the facility licensees are ultimately responsible for compliance with the NRCs training requirements. Per the NRC Memorandum of Agreement with INPO, the staff will review new ACAD (National Academy for Nuclear accreditation) documents and INPO will review and consider the NRC feedback.
- 2. The staff asked what schedule they are working towards with INPO. NuScale stated that they have marked up existing INPO accreditation documents to be applicable for accreditation of a NuScale centralized training facility, and these are ready to be finalized. Then they will be reviewed by INPO for approval.
- 3. NuScale provided update on NuScale recommended license operator training program and entry requirements. They also discussed their efforts to add new guidance for NuScale operators. NuScales proposed reactor operator experience requirements and the senior reactor operator experience and education requirements are less than those that have been established for the operating fleet. Their basis for that seemed to be (1) its easier to operate a NuScale plant vs an operating power reactor, so less formal education is required and less experience onsite is needed prior to entering the training program, and (2) the training program will be sufficient to train people on what they need to know to safely operate the plant.

- 4. In response to a question from a member of the public, the staff responded that the staff overseeing operator licensing and staffing qualification are involved in the Part 53 rule making process. Additionally, the staff clarified that none of the currently licensed plants and the approved NuScale design uses the new concept that is introduced in the preliminary Part 53 rule making process with respect to certified operator that is not licensed by the NRC.
