Enclosed is an application (XSNM3827), dated December 20, 2021, received by the U.S.

Nuclear Regulatory Commission, from NBL Program Office, National Nuclear Security Administration. The application requests the export of highly enriched uranium to Ultra Electronics Energy, in the United Kingdom (UK) for neutron detector development.

Before taking action on this application, we request your assistance in obtaining the necessary assurances from the United Kingdom that the material will be subject to all of the terms and conditions of the agreement for cooperation.
