SUBJECT:

APPROVAL OF PRINCIPAL NMSS TRIBAL LIAISON PROGRAM ROLES AND RESPONSIBILITIES TRIBAL PROCEDURE, TR-100, REVISION. 1 The purpose of this memorandum is to provide a revision to Principal Office of Nuclear Material Safety and Safeguards (NMSS) Tribal Liaison Program Roles and Responsibilities Tribal Procedure 100, Rev. 1 (TR-100). The TR-100 provides general guidance and describes the implementation of Tribal related organizational responsibilities to ensure effective engagement with other U.S. Nuclear Regulatory Commission (NRC) offices and external stakeholders as described in Management Directive 5.1, Consultation and Coordination with Governments and Indian Tribes,1 using the principles found in the NRCs Tribal Policy Statement (82 Federal Register 2402), within NMSS.

The procedure delineates the roles, responsibilities, and duties that Tribal liaisons in NMSS have regarding the implementation of the NRCs Tribal program in coordination with the Office of the Executive Director for Operations and NMSS Management; provides background and reference materials related to the duties and responsibilities of the Tribal liaison; and provides information for the NRC staff on how to effectively coordinate with the Tribal liaisons. The procedure was updated to reflect lessons learned during the implementation of TR-100, Rev. 0, and address comments received in the U.S. Government Accountability Office (GAO) report, Tribal Consultation: Additional Federal Actions Needed for Infrastructure Projects (GAO-19-22).

Office procedures and/or other guidance for pertinent regulatory processes are to be updated or developed for coordination with tribal liaisons and to ensure compliance with GAO-19-22.
