- 1. What are the known technical or regulatory issues with the current version of the Regulatory Guide (RG)?
The NRC staff did not identify any technical or regulatory issues with the current version of the Regulatory Guide.
The current RG discusses conformance with requirements in Institute of Electrical and Electronics Engineers (IEEE) Standard 317-1983. In 2017, staffs periodic review determined there are no known technical or regulatory issues with this RG but recommended updating the RG to reference the 2013 revision of the IEEE standard, among other minor items. At present (2021), the IEEE standard is undergoing a significant revision by Subcommittee 4, Working Group (WG) 4.3, of the Power Engineering Societys Nuclear Power Engineering Committee (NPEC). This revision is expected to incorporate lessons learned following events at the Fukushima Daiichi Nuclear Power Station (Japan) and subsequent actions taken by US and International regulators. Given the WG 4.3 activities, staff no longer recommends updating RG 1.63 to the 2013 revision. Instead, staff will continue to participate in WG 4.3 and support development of the post-Fukushima lesson-learned revision. Once this revision of IEEE Standard 317 is complete, staff will revisit the need to revise RG 1.63.
- 2. What is the impact on internal and external stakeholders of not updating the RG for the known issues in terms of anticipated numbers of licensing and inspection activities over the next several years?
As no technical or regulatory issues were identified, there is no impact to internal or external stakeholders resulting from these activities.

As no technical or regulatory issues were identified, no resources are required.

Regulatory Guide Periodic Review No technical or regulatory issues were identified during the review. The staff currently is not planning to take any action on this RG other than to continue support for developing the next revision to IEEE Standard 317.
