December 16, 2021 Paul S. Schmidt, Manager Radiation Protection Section Division of Public Health Department of Health Services 1 West Wilson Street, Room 250 Madison, WI 53701-2659
Dear Mr. Schmidt:
On behalf of your friends and colleagues at the U.S. Nuclear Regulatory Commission (NRC), I wish you the very best in your upcoming retirement. I want to personally recognize your 32 years of faithful and exceptional public service to the State of Wisconsin and your countless contributions to the Organization of Agreement States (OAS) and the Conference of Radiation Control Program Directors (CRCPD). The breadth of your knowledge and experience in public safety has served the citizens of Wisconsin and the entire United States exceedingly well.
Since joining the Wisconsin Department of Health Services in 1989, your accomplishments are extensive, and your presence has been impactful. With your leadership, the State of Wisconsin successfully transferred to an Agreement State. Your contributions to a variety of working groups and steering committees are too numerous to mention, but we are all beneficiaries of your participation as the State Liaison Officer, past Chair and board member of both the OAS and CRCPD, Chair of the Midwest Low-Level Radioactive Waste Compact Commission, and Member of the Council of State Governments Midwestern Radioactive Materials Transportation Committee. We also wanted to note your impressive testimony to the Blue Ribbon Commission on Americas Nuclear Future and your presentation at the International Atomic Energy Agency International Conference on the Radiological Protection of Patients.
You have been instrumental in supporting the National Materials Program and ensuring that the Agreement States and NRC maintain their cooperative relationship. We appreciate your recent efforts as a working group member on generally licensed device program modernization.
Please take pride in knowing that your tireless efforts have significantly enhanced our State and Federal partnership. I am grateful for your efforts to ensure high standards of quality in radiation protection programs across the nation, and for your commitment to fostering a positive working relationship among the NRC, OAS, and CRCPD. Best wishes as you and Cindy enter the next chapter in your life. Your friends at the NRC wish you many years of happiness.
Sincerely,
/RA/
John W. Lubinski, Director Office of Nuclear Material Safety and Safeguards
