This operating permit renews and replaces permit number 2014-EO-58711 which was previously issued for the herein permitted facilities.

This Permit is issued subject to the following Special Condition(s). If such Special Condition(s) require(s) additional or revised facilities, satisfactory engineering plan documents must be submitted to this Agency for review and approval for issuance of a Supplemental Permit.

  • SPECIAL CONDITION t: This Permit is issued with the expressed understanding that there shall be*no surface discharge from these facilities. If such discharge occurs, additional or alternate facilities shall be provided. The construction of such addi1ionaltor alternate facilities may not be* started. until a Permit for the constructio*n is issued by this Agency.

SPECIAL CONDITION 2: All sludges generated on site shall be disposed of at a site and in a manner acceptable to the Agency.

SPECIAL CONDITION 3: The operation of the treatment facilities must be under the direct and active field supervision of a certified industrial treatment plant operator in accordance with the State of Illinois Rules and Regulations, Title 35, Subtitle C, Chapter 1, Part 312.

READ ALL CONDITIONS CAREFULLY:

STANDARD CONDITIONS The Illinois Environmental Protection Ad (Illinois Revised Statutes Chapt~r 111.12. Section 1039) grants the Environmental Protection. Agency authority to impose conditions on permits which it issues.

Unless the construction for which this permit is issued has been completed, this pennit will expire (1) two years after the date of issuance for permits to construct *sewers or. wastewater sources or (2) three years after the date of issuance for permits to construct trea:ment works or pretreatment works.

The construction or development of facilities covered by this permit shall be done in compliance with applicable provisions of Federal laws and regulations, lhe lllin9is Environmental Protection Act, and Rules and Regulatiol)s adopted by the Illinois Pollution Control Board.

There shall be no deviations from the approved plans and specifications unless a written req!Jest for modification of.the project, along with plans and specifications as *required, shall have.been submitted to the Agency and a supplemental written permit issued.

The permittee shall allow any agent duly

.authorized by the Agency upon the presentations of credentials:

a. lo e*nter at reasonable times, the permittee's premises where actual.or potential effluent, emission or noise sources are located or where any activity is to be conducted pursuant to this permit;
b.

to have access to and copy at reasonable

  • times any _records required to be kept under the terms and conditions of this permit;
c.

to inspect at reasonable times, including during any hours of operation of equipment constructed or operated under this permit, such equipment or monitoring methodology or equipment required to be kept, used, operaled, calibrated and maintained under this permit;

d.

to <:>btain and remove at reasonable limes samples or any discharge or emission of pollutants; e. lo enter at reasonable limes and utilize any photographic, *recording, testing, monitoring or.

other equipment for the purpose of preserving, testing, monitoring, or recording any activity, discharge, or emission authorized by this permit.

The issuance of this permit:

shall not be considered-as in any manner affecting the title of the premises upon which the permitted facilities are to be located; *

does not release the permittee from any *

!\\ability for damage to person or property caused by or resulting ~m the construction, maintenance, or 'operation of the proposed facilities;

c.

does not release the permittee from complianc.e with other applicable statutes and regulations of the United States, of the State of Illinois. or with applicable local laws, ordinances and regulations;.

d.

does not take into consideration or attest to the structural *stability of any units or parts of lhe project;

e.

in no manner implies or suggests that the Agency (or its officers, agents or employees)

. assumes any liability, di~ctly or indirectly, for any loss due to *damage, installation, maintenance, or operation of the proposed equipment or facility.

Unless a joint construction/operation pennit ha!,

  • been issued, a permit for operating shall be obtained from the agency before the facility or equipment covered by this permit is placed into operation.

These standard conditions shall prevail unles~

The Agency may file a complaint with the Board for suspension or revocation of a permit:

a. upon discovery that the permit application contained misrepresentations, misinformation or false statement or that an relevant facts were not disclosed; or
b.

upon finding that a*ny standard or special conditions have been violated; or

c.

upon any violation of the Environmental Protection Act or any Rules or Regulation effective thereunder as a result of the construction or development authorized by this permit.

The permittee discharges 510 GPD of sanitary wastewater, potable and utility water system

<;lrainage, compressor condensate and groundwater intrusion pumpout to two 275,000 galion lagoons for treatment and a 1 million gallon holding pond. There is no surface discharge from the pond. There are no changes in the discharge to the system or in the operation of the pond.

The system was constructed in the 1960 for processing spent nuclear fuel rods. The facility has only been used for storage of the spent rods. The holding pond receives only overflow from the lagoons. Together, the 3 ponds can easily hold the discharge for evaporation. The lagoons are lined with bentonite clay liners, making any problems with groundwater infiltration unlikely.

GE Hitachi Nuclear Energy Jamie Wilkey Administrator, EHS & Procurement (815) 942-5590 x14 7 Attached is the application for renewal of the above named Operating Permit for GE-Hitachi Nuclear Energy Americas, LLC. There have been no changes to the system since the last permit was issued.

The sanitary lagoon primarily receives sanitary sewage with minimal flow from clean water process system made up of potable, utility and ground water systems. There are no hazardous waste materials sent to the lagoons or holding pond. Total flow from all sources average 500 gallons per day. There is no surface discharge from the lagoons or holding pond and neither is susceptible to flooding.

The original WPC-PS-1 form and a duplicate copy are included with this letter. If there are any questions or if additional information is required, please contact me at 815-942-5590 Ext 147.
