Title:

Meeting with Industry to Discuss U.S. Nuclear Regulatory Commissions (NRCs) force-on-force (FOF) Inspection Plan for Calendar Year 2022 Date of Meeting: Thursday, November 18, 2021 Location: Teleconference Teams Meeting Type of Meeting: Public Purpose of the Meeting: The purpose of this meeting to discuss how the NRC staff intends to implement full FOF inspections in 2022 with tiered approaches to account for COVID-19 conditions.

General Summary:

The office of Nuclear Security and Incident Response staff hosted a public meeting with representatives from Entergy, NextEra, the Nuclear Energy Institute, the Union of Concerned Scientists, and power reactor licensees to discuss the staffs plan for conducting FOF inspections in calendar year 2022. The staff presented its objective to conduct normal FOF inspections using Inspection procedure (IP) 71130.03 Contingency Response - Force-on-Force Testing, with options to transition to using Addendum 5 to IP 71130.03 for COVID-19 mitigation if the licensee is unable to conduct two full exercises or use the IP 92707, Security Inspection of Facilities Impacted by a Local, State or Federal Emergency where the NRCs Ability to Conduct Triennial Force-on-Force Exercises is Limited, if the licensee is granted a hardship as outlined in Temporary Staff Guidance, Additional Guidance for Force-on-Force Inspections During the Public Health Emergency. Staff presented on-site COVID-19 conditions and trends as initial screening criteria and other considerations such as impact on sites ability to post appropriate exercise players and controllers to determine which IP would be used to conduct FOF inspection.
