November 30, 2021 Mr. Edwin Lyman Director, Nuclear Power Safety Union of Concerned Scientists (UCS)

Washington, DC

Dear Mr. Lyman:

It is our sincere pleasure to invite you to the U.S. Nuclear Regulatory Commissions (NRCs) 34th Regulatory Information Conference (RIC). This years RIC is scheduled for March 8-10, 2022. It will be a hybrid event, with in-person attendees participating at the Bethesda North Marriott Hotel and Conference Center and virtual attendees participating remotely by accessing the RIC conference platform.

The RIC, sponsored by the NRC Office of Nuclear Reactor Regulation and the Office of Nuclear Regulatory Research, offers an open environment in which diverse groups of stakeholders may learn, share, and discuss information on significant and timely nuclear regulatory activities and emergent issues. The RIC is the largest public meeting the agency hosts, historically bringing together over 3,000 participants from more than 30 countries and representing interested stakeholders from other government agencies, industry, international organizations, and the public. Last year, the RIC took place virtually, which gave the NRC an opportunity to reach a larger audience. This year, with the RIC as a hybrid event, we anticipate reaching an even larger audience.

We request your participation as a panelist during the session entitled, NRC Oversight and Inspection During Periods of Site Inaccessibility. The session will give RIC participants an opportunity to learn about how the NRC and licensees had to adjust its regulatory approach to providing oversight and conducting inspections during the COVID-19 pandemic. Topics to be discussed include, lessons learned from conducting our regulatory oversight during the COVID-19 pandemic (e.g., vendor and quality assurance implementation inspections, operator license examinations, regional inspections, etc.), permanent changes to our regulatory framework that could be implemented from the lessons learned, and improvements on how to share important safety information remotely. Your ten-minute presentation will help engage dialogue and stimulate questions and comments from session participants. This session is scheduled for Wednesday, March 9, 2022 from 3:00 pm - 4:30 pm.

Antoinette Sakadales will be the Coordinator for this session, and can be reached at 301-415-6441and Antoinette.Sakadales@nrc.gov.

We hope you are able to accept this invitation, and if you can participate, we request that you complete and electronically return the enclosed Speaker Information and Confirmation, Biographical Information and signed External Speaker Agreement to Antoinette Sakadales by December 16, 2021, to ensure inclusion in the final printed program.

E. Lyman 2 Lastly, you can find RIC-related news and up-to-date conference information by navigating from the NRCs official public web site at http://www.nrc.gov/.

We appreciate your consideration of this request, and we look forward to hearing back from you soon.

Sincerely, Signed by King, M Michael King, Deputy Director on 11/30/21 Session Chair Office of Nuclear Reactor Regulation
