In accordance with Section 1.3 of the Fundamental Nuclear Material Control Plan (FNMCP) for the American Centrifuge Plant and 10 Code of Federal Regulations (CFR) 70.32(c)(2)(ii), American Centrifuge Operating, LLC hereby submits to the U.S. Nuclear Regulatory Commission (NRC) a description of change as Enclosure 1 of this letter, which applies to the following documents:
NR-3605-0005, Fundamental Nuclear Material Control Plan for the American Centrifuge Plant NR-3605-0005A, (U) Program for Precluding and Detecting Unauthorized Production/.
Enrichment Activities NR-3605-0005B, Addendum I of the Fundamental Nuclear Material Control Plan for the American Centrifuge Plant - HALEU Demonstration NR-3605-0005C, (U) Program for Precluding and Detecting Unauthorized Production/
Enrichment and Diversion Activities for the HALEU Demonstration Centrifuge Facility The changes noted in the Enclosure have been review~d in accordance with 10 CFR 70.32 and have been determined not to decrease the effectiveness of the FNMCP.

Organizational Structure Changes 5/19/2021 No NR-3605-0005 Sections 3.1; 3.2.1; and Description of Change: Changes were made to the American Figure 3-1 Centrifuge Operating, LLC organization structure as follows:
- General Manager's title changed to Enrichment Operations Plant NR-3605-000SA Manager.
Sections 11.3; 11.3.2;
- Industrial Safety Manager will report to the Production Support 11.3.3; and 11.3.6 Manager rather than the Director, Quality Assurance.
- Balance of Plant (BOP) Operations Shift Supervisors will report to NR-3605-000SB the BOP Process Area Manager instead of the Maintenance Work Section 3.1 and Center Supervisor.

- Customer Order Management Personnel will report to the Production Support Manager (see FNMCP, NR-3605-000SA).
