LOUISIANA ENERGY SERVICES, LLC, dba URENCO USA - NUCLEAR REGULATORY COMMISSION INSPECTION REPORT 70-3103/2021-403

Dear Mr. Padgett:

On October 20, 2021, the U.S. Nuclear Regulatory Commission (NRC) completed a safeguards inspection at the URENCO USA (UUSA) facility located in Eunice, New Mexico and discussed the results of this inspection with Ms. K. Fili and other members of your staff. The results of this inspection are documented in the enclosed report.

The U.S. Nuclear Regulatory Commission (NRC) implemented alternative ways to complete the core inspection program for your facility during calendar year 2020 when routine onsite inspections could not be performed as scheduled due to the public health emergency declared by the Secretary of Health and Human Services on January 31, 2020 (as renewed on April 21, 2020, and July 23, 2020), and the National Emergency declared by the President of the United States on March 12, 2020, concerning the novel coronavirus disease (COVID-19). The alternative methods implemented by the NRC during the calendar year 2020 safeguards inspection (reference inspection report 70-3103/2020-401) provided reasonable assurance of verification of program requirements in these areas until a focused onsite walkdown could be conducted. This report refers to the completion of those select follow-up walkdowns prior to your next scheduled routine safeguards in calendar year 2022.

No violations of more than minor significance were identified during this inspection.
