LOUISIANA ENERGY SERVICES, LLC, dba URENCO USA - NUCLE AR REGULATORY COMMISSION INSPECTION REPORT 70-3103/2021-403

Dear Mr. Padgett:

On October 20, 2021, the U.S. Nuclear Regulatory Commission (NR C) completed a safeguards inspection at the URENCO USA (UUSA) facility located in Eunice, New Mexico and discussed the results of this inspection with Ms. K. Fili and other membe rs of your staff. The results of this inspection are documented in the enclosed report.

The U.S. Nuclear Regulatory Commission (NRC) implemented altern ative ways to complete the core inspection program for your facility during calendar year 2020 when routine onsite inspections could not be performed as scheduled due to the publ ic health emergency declared by the Secretary of Health and Human Services on January 31, 20 20 (as renewed on April 21, 2020, and July 23, 2020), and the National Emergency declared b y the President of the United States on March 12, 2020, concerning the novel coronavirus dise ase (COVID-19). The alternative methods implemented by the NRC during the calendar year 2020 safeguards inspection (reference inspection report 70-3103/2020-401) provi ded reasonable assurance of verification of program requirements in these areas until a foc used onsite walkdown could be conducted. This report refers to the completion of those selec t follow-up walkdowns prior to your next scheduled routine safeguards in calendar year 2022.

No violations of more than minor significance were identified d uring this inspection.

The enclosed report contains Security-Related Information, so t he enclosed report will not be made publicly available in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390(d)(1). If you choose to provide a response that con tains Security-Related Information, please mark your entire response Security-Related Information-Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1).
