Owners Group Discussion Topics Technical Specification Task Force (TSTF) Workshop October 28, 2021 Presentation Slide For discussion purposes the Topical Report (TR) process has been subdivided into three phases. TSTF beneficial practices that may apply to these TR phases include:
- 1. Development and submittal of a TR, including pre-submittal interactions with the NRC o TSTF travelers are written to apply topics generically which require significant interaction with the NRC staff to ensure individual licensee variations are addressed. This is facilitated by a draft comment iteration cycle prior to formal submittal.
o During the drafting of a traveler the TSTF holds interactive discussions with the NRC on important issues contained in the traveler, this has resulted in a higher quality submittal allowing for a more efficient NRC review.
- 2. NRC review of a TR, including request for additional information (RAI) and responses, and submittal of the "-A" (approved) version o During the drafting of the traveler RAI responses, the TSTF holds interactive discussions with the NRC staff during drafting of RAI responses.
Traveler draft RAI responses are exchanged by email for NRC comment.
This has resulted in higher quality RAI responses allowing for a more efficient NRC review.
o The traveler process uses a single point of contact within the NRC and a single point of contact with the industry. This allows for more consistency when assigning NRC reviews and has improved the efficiency of the NRC review.
o The traveler process uses wide industry participation through the Pressurized Water Reactor Owners Group (PWROG) and Boiling Water Reactor Owners Group (BWROG). Operators, engineers, and industry experts can be called on to support pre-submittal meetings and RAI discussions. This has improved the ease of implementation once the NRC approves the traveler.
- 3. Licensee implementation of the TR o TSTF travelers include model applications, model safety evaluations, model No Significant Hazards Considerations Analyses, and the Consolidated Line Item Improvement Process (CLIIP) which were all created to facilitate NRC review and adoption of travelers by licensees.
o Following the adage, "begin with the end in mind," during development and review of a traveler every effort is made to streamline and simplify the eventual adoption of the traveler by a licensee.
