OF THE FEBRUARY 5, 2021, PUBLIC MEETING TO DISCUSS KAIROS POWER LLCS QUALITY ASSURANCE PROGRAM TOPICAL REPORT CLARIFICATION QUESTIONS SET 3 On February 5, 2021, (Agencywide Documents Access and Management System (ADAMS) under Accession No. ML21026A326), the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual Category 1 public meeting with Kairos Power LLC (Kairos) using the Microsoft Teams platform. The purpose of the meeting was to discuss the third set of NRCs clarification questions regarding Kairos Quality Assurance (QA) Program topical report (TR). The list of attendees is provided as an enclosure to this document.
The NRCs clarification questions can be found in ADAMS under Accession No. ML21025A053. The NRCs third set of clarification questions had five questions that were shared with Kairos via email on January 15, 2021, prior to the public meeting.
Kairos clarified that the reference in Part V, Additional Quality Assurance and Administrative Controls for the Plant Operational Phase, Section 3, Operational Phase Procedures, of the TR to Appendix A of Regulatory Guide (RG) 1.33, Quality Assurance Program Requirements (Operations), was a typographical error that will be corrected when Kairos submits its revision to the QA TR. Kairos stated that it has committed to RG 1.33, which endorses American National Standard Institute/American Nuclear Society (ANSI/ANS) 3.2-2012, Managerial Administrative, and Quality Assurance Controls for Operational Phase of Nuclear Power Plants, and therefore, addresses the provisions in Section 3.6, Document Control, of ANSI/ANS 3.2-2012.

W. Kennedy Kairos stated that it plans to commit to the International Standard Organization standard 17025:2017, General Requirements for the Competence of Testing and Calibration Laboratories. Kairos also stated that its TR has a typographical error on the third paragraph of Part II, Quality Assurance Program Description Details, Section 18.1, Performance of Audits, and that it will correct this in an upcoming revision to the QA TR. Regarding whether Kairos commits or takes exception to Generic Letter (GL) 89-02, Actions to Improve the Detection of Counterfeit and Fraudulently Marked Products, and GL 91-05, Licensee Commercial-Grade Dedication Programs, with respect to its QA TR, Kairos stated that it needed time to further discuss this topic internally.
