Dear Mr. Lubinski:

In accordance with Materials License SNM-2011, Condition 23.d, American Centrifuge Operating, LLC (ACO) hereby submits to the U.S. Nuclear Regulatory Commission Amendment 2 to the Appendix I lease Agreement Between the U.S. Department of Energy and United States Enrichment Corporation for the Gas Centrifuge Enrichment Plant as Enclosure I of this letter. No specific action is requested based upon this submittal.

In accordance with the guidance provided by the U.S. Department of Energy (DOE), Enclosure 1 contains Official Use Only information. Therefore,_ACO requests this enclosure be withheld from public disclosure pursuant to 10 CFR 2.390(d)(l ).
