REQUEST FOR ADDITIONAL INFORMATION FOR FINANCIAL ASSURANCE OF DECOMMISSIONING FUNDS
Dear Mr. Murray:
By letter dated April 1, 2021 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML21092A056, non-public) GE Hitachi Nuclear Energy (GEH) provided surety bond riders to update the decommissioning financial assurance amounts for U.S. Nuclear Regulatory Commission (NRC) License DPR-1, for the Vallecitos Boiling Water Reactor (VBWR), Docket 50-18, and NRC License DR-10, for the ESADA Vallecitos Experimental Superheat Reactor (EVESR), Docket 50-183.
The NRC staffs review of GEHs financial assurance status update for the VBWR and EVESR found that additional information was needed in accordance with the sections of 10 CFR 50.82(a)(8) that apply to the GEH shutdown power reactors. The additional information needed is:
- 1) In accordance with 10 CFR 50.82(a)(8)(v) please submit your most recent decommissioning cost estimates for the VBWR and EVESR, a description of the basis for those estimates, the actual amount spent on decommissioning for the VBWR and EVESR in prior year 2020, and the estimated cost to complete decommissioning at each unit, from January 2021 onward.
Note that in your March 2022 submission to the NRC for this same, annually required status update, you will be reporting this information for each unit, reflected as of December 31, 2021.
The NRC staff requests that GEH provide this additional information within 30 days of the date of this letter. This will enable the NRC staff to resume its detailed review of the financial assurance of your decommissioning funding for your shutdown power reactors.
The information requested and associated time frame in this letter were discussed with your staff on October 19, 2021.
In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public October 21, 2021
