QUALITY REVIEW OF DECOMMISSIONING LICENSING ACTIONS A. Executive Summary On September 28, 2021, the Materials Control, ISFSI, and Decommissioning Branch (MCID) completed a self-assessment of decommissioning licensing actions to verify that members of the MCID were classifying licensing actions in accordance with NUREG-1757 (i.e., making appropriate Decommissioning Group determinations),

amending or terminating materials licenses according to the guidance in NUREG-1757 Consolidated Decommissioning Guidance, and completing environmental reviews in accordance with NUREG-1748 Environmental Review Guidance for Licensing Actions Associated with NMSS Programs. The self-assessment concluded that MCID staff completed all decommissioning licensing actions in accordance with the guidance in NUREG-1757 and NUREG-1748 and in accordance with regulatory requirements.

B. Background A planned self-assessment was conducted to evaluate the decommissioning licensing process as implemented by MCID. This was done to determine if staff licensing reviews are being conducted in accordance with the appropriate guidance documents and regulations and whether the documentation of these reviews is adequate.

C. Assessor Bill C. Lin, Health Physicist, MCID D. Scope of Review This assessment reviewed the decommissioning licensing actions completed by MCID between Oct 1, 2020 and Sept 28, 2021. There were two license amendments requests disposition during this time, specifically General Dynamics and Dow Corning. Interviews were conducted with both decommissioning license reviewers regarding the

B. Lin 2 decommissioning licensing process and the specific licensing actions. All records that could be retrieved from the Agencywide Documents Access and Management System (ADAMS) related to the licensing action were reviewed.

E. Observations and Recommendations Decommissioning licensing actions were completed by MCID staff in accordance with U.S. Nuclear Regulatory Commission (NRC) regulations and guidance. The actions reviewed were completed in a timely manner and within regulatory guidance per NUREG-1757, NUREG-1748, and Divisional Procedure. The reviewer noted that MCID staff had implemented recent initiatives focused on project oversight including conducting roughly weekly materials decommissioning status/coordination meetings, maintaining a detailed milestone schedule for the University of Missouri Pickard Hall decommissioning plan technical review, and increasing bench strength by cross-qualifying additional inspectors and developing them with more complex/challenging aspects of the decommissioning process. There are no recommendations or suggestions for this evaluation period.

F. Conclusion The self-assessment concluded MCID staff completed all decommissioning licensing actions in accordance with NRC guidance and regulatory requirements.
