OF SEPTEMBER 9, 2021, MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND X-ENERGY, LLC TO DISCUSS BOUNDING VALUES ASSOCIATED WITH LICENSING THE XE-100 ADVANCED REACTOR WHITE PAPER SUBMITTAL On September 9, 2021 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML21237A037), U.S. Nuclear Regulatory Commission (NRC) staff held a virtual observation public meeting with representatives from X-Energy, LLC (X-energy) and Energy Northwest (EN). The purpose of the meeting was for X-energy to present on the Bounding Design Values (BDVs) proposed for licensing the Xe-100 advanced reactor and outline the impacts to the projected milestones if BDVs are not used. The presentation slides can be found at ADAMS Accession No. ML21258A416. The meeting attendees are included as an enclosure to this document.

The meeting began with X-energy and EN providing the basis of why BDVs are needed in the licensing of the Xe-100 advanced reactor. X-energy and EN are currently drafting the environmental report for constructing and licensing the Xe-100 advanced reactor. The timeline considers the funding received from the Department of Energy, which is request to develop and deploy the advanced reactor within 5-7 years. The BDVs will allow for X-energy and EN to analyze the maximum potential impacts that are associated with the Xe-100 deployment while refining the design development. According to X-energy and EN, use of bounding parameters will minimize the need for future reanalysis. The proposal has up to 12 reactor units on the site, which is equivalent to three Xe-100 4-unit plants, to bound environmental impacts of construction and operation at sites with fewer units.

W. Kennedy X-energy and EN plan to submit the BDV white paper in September of 2021 and request that the NRC staff provide their feedback by early December 2021. X-energy and EN will continue to develop the environmental report taking the NRC staffs feedback on the white paper into consideration.

The meeting ended with an open discussion among the participants and an opportunity for members of the public to ask questions of the NRC staff. The NRC staff will discuss the scope and schedule of the review once X-Energy and EN submit the white paper.
