I hope your day is off to a good start. My name is Kara Colton and I am the Director of Nuclear Energy Policy for the Energy Communities Alliance (ECA). I am writing to invite you to attend and speak at our upcoming meeting, a Discussion of DOE's Proposed HLW Interpretation, Implementation, and Impact on May 1, 2019, in Washington, DC. The purpose is to facilitate discussion of DOEs proposed interpretation of the statutory definition for high-level radioactive waste (HLW), bringing together local, state, and tribal government officials, along with representatives from the Department of Energy (DOE) and other invited guests, to share perspectives on the potential challenges and opportunities for coordination in regards to defense HLW disposal alternatives.

ECA, the association of local governments in the communities that host or are adjacent to the DOEs federal facilities, works under a cooperative agreement with DOEs Office of Environmental Management (EM) to address issues related to the cleanup of the nuclear waste complex that impact our communities directly. Over the past few years, we have spent a lot of time on high-level waste classification and DOEs potential interpretation, including the release of our White Paper, Waste Disposition: A New Approach to DOE's Waste Management Must Be Pursued. ECAs position is that we support DOEs efforts to move forward with a full evaluation to determine the feasibility, costs, costs savings, etc., of this clarification. Essentially, without progress on Yucca Mountain, we want to discuss risk-based, science-driven alternatives that can move waste out of our communities more expeditiously while still being protective of human health and the environment.

Now that the comment period for public input on DOEs proposed interpretation has closed, we are hosting this second meeting focused solely on HLW Interpretation. We read the NRCs comments on the proposed interpretation and would be very interested in your participation at the meeting on a small panel with a representative from the EPA. We have not yet had anyone from the NRC in our discussions and Mark Senderling and Theresa Kliczewski suggested you would be a great person to reach out to. The panel is scheduled from 2:30 pm to 3:15 pm. The format of the meeting will be discussion-based so no need for formal PowerPoint presentations (although if slides are preferred, no problem at all!) and the meeting is closed to press.

I have included more information below as well as a link to the meeting website. We are in the process of updating the agenda that is currently posted online, and I will share that with you as soon as it is ready.
