U.S. Nuclear Regulatory Commission Public Meeting Summary August 26, 2021
Title:
Public Meeting on the Notice of Interpretation on Industrial Radiographic Operations at Temporary Radiography Jobsites and an Agreement State Compatibility Category Change Date: August 26, 2021 Location: Microsoft Teams Category: Information Meeting with a Q&A Session Purpose of the Meeting: The purpose of this meeting was to provide an overview of the Two-Person Rule, allow public input on the implementation, and solicit feedback on additional guidance.
General Details: The meeting was attended by approximately 80 individuals (20 U.S. Nuclear Regulatory Commission (NRC) staff and 60 members of the public).
Summary of NRC Presentation: The NRC staff presented background on the Two-Person requirements and its impact to NRC regulations. The staff also provided an overview of the potential new interpretation changes and answered clarifying questions.
Summary of Public Feedback: Participants expressed their appreciation for the opportunity to meet to discuss the new interpretation and to ask questions. Participants expressed concern for the applicability of the interpretation and struggled to find clear examples of where a licensee could implement the new interpretation. Participants asked if the NRC looked at event data as part of its research for the interpretation. Participants asked about the requirements in Title 10 of the Code of Federal Regulations (10 CFR) Section 34.51 and how they are impacted by 10 CFR 34.41(a). There was a discussion around a performance-based regulatory issue and concerns regarding reciprocity.
Action Items/Next Steps: The staff will consider, to the extent possible, public feedback received to inform the development of the confirmation on the interpretation and associated guidance.
