NOMINATION OF YAMIR DIAZ-CASTILLO AS AN ALTERNATE TO THE COMMITTEE ON NUCLEAR CERTIFICATION
Dear Mr. Stevenson,
I would like to nominate Mr. Yamir Diaz-Castillo as the authorized NRC alternate representative on the Committee on Nuclear Certification (CNC), which reports to the Board of Conformity Assessment. Mr. Diaz-Castillo is currently a Reactor Operations Engineer in the Office of Nuclear Reactor Regulation and is responsible for quality assurance reviews and inspections of nuclear vendors and applicants for new reactor licenses and design certifications. In addition, Mr. Diaz-Castillo serves as an NRC representative on the ASME Section III Working Group on General Requirements for Graphite and Ceramic Composite Core Components and Assemblies as well as on the ASME Section III Working Group on General Requirements. Mr. Diaz-Castillo is replacing Mr. Paul Prescott as the NRC alternate representative on the CNC.
In accordance with the Office of Management and Budget Circular No. A-119, "Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities," January 27, 2016, the participation on a committee of an NRC-authorized representative does not connote agency agreement with, or endorsement of, decisions reached by the committee, or of standards approved and published as a result of the committee's efforts. Agency representatives participating on consensus standards developing groups will, to the extent possible, ascertain the views of the agency on matters of interest, and will express views that are consistent with established agency views.
However, the NRCs endorsement of these standards, if desired by the NRC, would be part of a separate activity, such as incorporation by reference into rulemaking, or endorsement in an NRC regulatory guide.
