Mr. W. Anthony Nowinowski Executive Director PWR Owners Group Program Management Office Westinghouse Electric Company 1000 Westinghouse Drive Cranberry Township, PA 16066

SUBJECT:

TRANSMITTAL OF U.S. NUCLEAR REGULATORY COMMISSIONs RESPONSES TO PRESSURIZED WATER REACTOR OWNERS GROUP DATA ISSUES

Dear Mr. Nowinowski:

Attached is the U.S. Nuclear Regulatory Commission (NRC) response to the technical issues raised by the Pressurized Water Reactor Owners Group (PWROG) regarding the NRCs operating experience data program. One of the primary objectives of the NRC program is to support the development of risk parameters, which are employed across the nuclear industry in probabilistic risk assessment (PRA) studies employed by both the industry and NRC.

We appreciate the effort your organization has made in providing the comments and recommendations regarding our derivation of risk parameters, which function as one of the primary inputs to PRAs. The NRC supports interaction with stakeholders regarding our programs and, in that regard, we especially appreciate the constructive support provided by the PWROG over the past decade and beyond.

The attachment, which is being made public with this letter, provides NRC responses to the issues raised in Component Reliability Data Issues for Discussion with NRC Research, PWROG-18029-NP (non-proprietary), Revision 1, Agency Documents Access and Management System (ADAMS) ML20279A597. August 31, 2021 W. This report constitutes the staff response to specific issues identified by the PWROG. If subsequent industry interactions on these resolutions or any other aspects of NRCs statistical operating experience data program warrant other changes in derivation of risk parameters, future revisions of this report or issuance of a new report will be considered.

We look forward to your continued involvement and dialogue.

Sincerely, Mark Thaggard, Director Division of Risk Analysis Office of Nuclear Regulatory Research
