Dear Mr. Warden:

Enclosed is an application (XSNM3773/01), dated August 10, 2021, received by the U.S.

Nuclear Regulatory Commission (NRC), from Global Nuclear Fuel - Americas L.L.C, requesting amendment No. 1 to export license XSNM3773. This license currently authorizes the export of 28,878 kgs of uranium, enriched to 4.95% maximum, containing 1,278 kgs of uranium-235 (U-235), as uranium dioxide (UO2), to Japan for reload fuel in the Kashiwazaki-Kariwa Nuclear Power Plant, Units 1 through 7.

The purpose of the amendment is to: 1) increase quantity to 89,900 kgs of uranium and 3,980 kgs of U-235, enriched to 4.95%; 2) add additional foreign obligations, and 3) update the point of contact.

Assurances from Japan that the material will be subject to all of the terms and conditions of the agreement for cooperation are required. Your assistance in obtaining the necessary assurances is requested.

Please note that additional foreign obligations are added to the previously noted EURATOM obligations. The added foreign obligations include Australian, Canadian, United Kingdom, and Japanese obligations.
