Dear Mr. Ravnitzky:

This letter is in response to your March 1, 2021, request for a Mandatory Declassification Review (MDR) under Section 3.5 of Executive Order 13526, Classified National Security Information. Your letter requesting this review was received by the U.S. Nuclear Regulatory Commission (NRC) on July 8, 2021. The scope of the MDR is for the following:

SECY-78-186, SECY-78-202, SECY-78-240, SECY-78-241, SECY-78-254, SECY-78-257, SECY-78-286 and SECY-78-292.

The Office of Nuclear Security and Incident Response, Division of Security Operations, Information Security Branch (NSIR/DSO/ISB) will conduct this review and provide you a response within 12 months of your request. If any of the documents requested are subject to litigation, NSIR/DSO/ISB will notify you that the processing of the request may be delayed pending completion of the litigation. If for any reason your request cannot be completed, NSIR/DSO/ISB will inform you of your appeal rights. The NRC may refuse to confirm or deny the existence or nonexistence of the requested information whenever the fact of the existence or nonexistence of the information is, itself, classified. If the requested information concerns other U.S. Government agencies, those agencies will provide separate reviews.

The NRC will charge fees for search, review, and duplicating costs, if applicable, in connection with an MDR request. Applicable fees will be charged in accordance with Title 31 of the United States Code Section 9701, Fees and charges for Government services and things of value.
