August 6, 2021 VIA EMAIL ONLY Ms. Annette Pope Director, Organizational Effectiveness Westinghouse Columbia Fuel Fabrication 5801 Bluff Road Hopkins, SC 29061-9121 USA popeah@westinghouse.com

SUBJECT:

NOTICE OF AVAILABILITY OF THE DRAFT ENVIRONMENTAL IMPACT STATEMENT FOR THE LICENSE RENEWAL OF THE COLUMBIA FUEL FABRICATION FACILITY IN HOPKINS, SOUTH CAROLINA (DOCKET NUMBER: 70-1151)

Dear Ms. Pope:

The U.S. Nuclear Regulatory Commission (NRC) staff has published for public comment the draft Environmental Impact Statement (DEIS) for the Westinghouse Electric Company, LLCs (WEC) request to renew its operating license for the Columbia Fuel Fabrication Facility (CFFF) for an additional 40 years. The DEIS is publicly available from the NRCs Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The ADAMS accession number for the DEIS is ML21209A213. The DEIS is also accessible using the following link:

https://www.nrc.gov/docs/ML2120/ML21209A213.pdf, and from the NRC webpage for the WECs CFFF at https://www.nrc.gov/info-finder/fc/westinghouse-fuel-fab-fac-sc-lc.html.

The 45-day comment period opened with the U.S. Environmental Protection Agencys (EPAs)

Notice of Availability for the DEIS that was published in the Federal Register on August 6, 2021 (86 FR 43236). The NRCs notice providing instructions on how to submit comments also appeared in the August 6, 2021, Federal Register (86 FR 43276). The NRC staff plans to conduct a virtual public meeting on August 26 to receive comments on the DEIS. The meeting information is available in the NRCs Federal Register Notice.

As discussed in Chapter 2 of the DEIS, the NRC staff has reached a preliminary determination that the proposed action would result in small impacts on all resource areas except for groundwater resources for which the impacts would be small to moderate. This recommendation is based on the NRC staffs (i) review of the license renewal application request, which includes the environmental report and supplemental documents and the licensees responses to the NRC staffs requests for additional information; (ii) consultation with Federal, State, and Tribal agencies and input from other stakeholders; and (iii) independent review as documented in the assessments summarized in the DEIS.

Should you have any questions concerning the staffs environmental review of the WECs license renewal application, please contact Ms. Diana Diaz-Toro at 301-415-0930 or via e-mail at Diana.Diaz-Toro@nrc.gov.

2 In accordance with 10 CFR Section 2.390, Public inspections, exemptions, requests for withholding, of the NRCs Agency Rules of Practice and Procedure, a copy of this communication will be available electronically for public inspection in the NRC Public Document Room, or from the NRCs ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.

Sincerely, Signed by Quintero, Jessie on 08/06/21 Jessie M.
