LETTER NOMINATING NUCLEAR REGULATORY COMMISSION STAFF TO NQA SUBCOMMITTEE ON ASSESSMENT AND VERIFICATION OF THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS

Dear Mr. Taggart,

I would like to nominate Ms. Andrea Keim as the authorized U.S. Nuclear Regulatory Commission (NRC) representative and Mr. Marlone Davis as the authorized alternate NRC representative on the Nuclear Quality Assurance (NQA) Subcommittee on Assessment and Verification of the American Society of Mechanical Engineers (ASME). Ms. Keim is a Quality Assurance Inspector in the NRC Office of Nuclear Reactor Regulation and Mr. Davis is a Transportation and Storage Safety Inspector in the NRC Office of Nuclear Material Safety and Safeguards and they bring the necessary experience to support the activities of the NQA Subcommittee on Assessment and Verification. Ms. Keim and Mr. Davis are replacing Mr.

Jonathan Ortega-Luciano and Mr. Earl Love, respectively. Upon issuance of this letter, Ms.

Keim and Mr. Davis will proceed with completing their ASME PF-1 and PAF forms.

In accordance with the Office of Management and Budget Circular No. A-119, "Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities," January 27, 2016, the participation on a committee of an NRC-authorized representative does not connote agency agreement with, or endorsement of, decisions reached by the committee, or of standards approved and published as a result of the committee's efforts. Agency representatives participating on consensus standards developing groups will, to the extent possible, ascertain the views of the agency on matters of interest, and will express views that are consistent with established agency views.

However, the NRCs endorsement of these standards, if desired by the NRC, would be part of a separate activity, such as incorporation by reference into rulemaking, or endorsement in an NRC regulatory guide.
