DISPOSITIONING OF DEGRADED PERFORMANCE COLUMN EFFECTIVENESS REVIEW RECOMMENDATIONS The purpose of this memo is to document the recommendations that the agency will take action on in the near term regarding the effectiveness review of the Degraded Performance Column (Column 3) of the Reactor Oversight Process (ROP) Action Matrix. On March 30, 2021, an effectiveness review of the ROP Degraded Performance Column of the Action Matrix was completed and documented in a report available in ADAMS as Accession No. ML21069A154.

The review was conducted as part of the ROP self-assessment process prescribed in Inspection Manual Chapter 0307. Several recommendations were documented in the report following a thorough data-driven assessment review.

The recommendations documented in the report were:

  • Make clarifying revisions to IP 95001 involving inspection of multiple White inputs and the scope of inspection objective 01.02
  • Conduct an updated cumulative effects review of ROP changes implemented since 2015
  • An assessment to determine whether the assessment program would be improved by elimination of the Strategic Performance Area and Cornerstone limitations to GTG issue aggregation, and whether such a change should be pursued, since current program structure can allow up to six White inputs in Column 2.

Upon review of the recommendations in spring 2021, the Division of Reactor Oversight elected to move forward with clarifying revisions to IP 95001 and to schedule an updated cumulative effects review of ROP changes, potentially within the structure of the ROP self-assessment program. A revision to IP 95001 to address objective 01.02 has already been issued and staff is currently working to schedule the recommended cumulative effectives review. A decision was made to not move forward with a review or consideration of the Strategic Performance Area and Cornerstone limitations on GTG assessment input aggregation at this time. The effectiveness review report with its recommendations and supporting data remains available for consultation should any efforts to review or revise the Action Matrix or assessment program be considered in the future.
