DECOMMISSIONING INSPECTION PLAN FOR INDIAN POINT GENERATING UNIT 3 - 2021

Dear Mr. Burroni:

This letter is to inform you of planned oversight activities at Indian Point Nuclear Generating Unit 3 (IP-3) for the remainder of calendar year 2021. On February 8, 2017, Entergy Nuclear Operations, Inc. (Entergy) notified the NRC of its intent to permanently cease power operations at IP-3 by April 30, 2021, subject to operating extensions through, but not beyond, 2024 (ADAMS Accession Number: ML17044A004). On May 11, 2021, Entergy certified cessation of power operations and the permanent removal of fuel from the IP-3 reactor vessel (ADAMS Accession Number: ML21131A157). On May 28, 2021, the NRC amended the license to list Holtec Decommissioning International, LLC., as the license holder for Indian Point 3 (ML21126A004).

As stated in our letter to Entergy dated May 13, 2021, (ADAMS Accession Number:

ML21132A069), the NRCs oversight of your licensed activities at IP-3 as you progress through decommissioning will be conducted under the provisions listed in IMC 2561, Decommissioning Power Reactor Inspection Program. Inspection activities will be coordinated by a lead inspector in the Region I Division of Radiological Safety and Security (DRSS) supported by onsite resident inspectors as available and may be supplemented by specialist inspectors and personnel. Inspection timing and frequency will be based upon site activities.

The inspection procedures outlined in IMC 2561 designated as core procedures are required to be performed annually. The procedures listed as discretionary are performed as needed, commensurate with activities and issues at the site. Many of the core inspection procedures are of an on-going nature and therefore will be performed continuously through the end of the calendar year.

One exception to this involves a portion of our inspection efforts conducted under IP 83750, Occupational Radiation Exposure, which was completed under the reactor oversight program for 2021. We also anticipate that IP 60855, Operation of An Independent Spent Fuel Storage Installation will be scheduled for one of the dry fuel transfers scheduled for the remainder of 2021. We anticipate that IP 60853, On-Site Fabrication of Components and Construction of an

ISFSI and IP 60856, Review of 10 CFR 72.212 Evaluations, will be performed between 2021 -

2022 to coincide with your scheduled Independent Spent Fuel Storage Installation pad expansion activities.

The NRC is providing this information for awareness. The NRC will contact you as soon as possible to discuss any changes to the inspection plan should circumstances warrant changes.

Specific inspection activities for CY 2022 will largely be dependent on your planned decommissioning activities.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
