VIRGIL C. SUMMER NUCLEAR STATION, UNIT 1 - ACKNOWLEDGMENT OF LICENSE RENEWAL REGULATORY COMMITMENT CHANGE REGARDING SPRINKLER HEAD REPLACEMENT/TESTING (EPID L-2020-LLL-0026)

Dear Mr. Sartain:

By letter dated November 19, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20324A737), Dominion Energy South Carolina, Inc. (the licensee) submitted a request for approval to change the implementation date of the Virgil C. Summer Nuclear Station, Unit 1 (Summer, Unit 1), License Renewal Commitment 8, which is related to the fire protection program sprinkler head testing/replacement. The commitment revised the completion date to replace/test sprinkler heads to be performed in accordance with the National Fire Protection Association (NFPA) 25, Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems, which requires sprinklers that have been in service for 50 years to be replaced or tested. Sprinkler head replacement/testing will be completed at Summer, Unit 1, by April 2029.

In its letter dated November 19, 2020, the licensee referenced the 1999 Edition of NFPA 25, which appears to have been inadvertently referenced in the U.S. Nuclear Regulatory Commission (NRC) staffs request for additional information for license renewal application review dated March 28, 2003 (ADAMS Accession No. ML030900653). During a clarification call with the licensee on January 6, 2021, the NRC staff confirmed that Summer, Unit 1, is committed to the 1998 Edition of NFPA 25 as referenced in NUREG-1787, Safety Evaluation Report Related to the License Renewal of the Virgil C. Summer Nuclear Station, dated March 2004 (ADAMS Accession No. ML041040070).
