OF JUNE 24, 2021, PUBLIC MEETING WITH EXTERNAL STAKEHOLDERS REGARDING INDUSTRYS PROPOSED ADVERSARY TIMELINE CALCULATION METHODOLOGY On June 24, 2021, an information public meeting1 with a closed session was held between Nuclear Energy Institute (NEI), industry stakeholders, Union of Concerned Scientist (UCS), and representatives of the U.S. Nuclear Regulatory Commission (NRC). The purpose of this meeting was for industry representatives to provide NRC representatives an overview of a proposed new methodology for calculation of adversary timelines.

As noted in the meeting notice, certain portions of the meeting were closed to the public because the staff determined the information is proprietary in nature, and or contained official use only information.

Industry representatives provided an update related to industrys efforts associated with developing a new methodology for adversary timeline calculation.

Industry representatives stated they were developing a white paper that will provide guidance to nuclear power reactor licensees on determining adversary travel speeds based on the number of engaging security officers for use in developing adversary timelines. They further stated that they believed the approach is consistent with the guidance in NRC Regulatory Guide (RG) 5.81, Target Set Identification and Development for Nuclear Power Reactors, Revision 1, dated December 2019. During the discussions, industry provided input that through performance-based testing they determined there were variations in the actual adversary rate of travel when unhindered by responders. adversary timelines using the current methodology and the proposed methodology showing a significant change in the rate of travel due to adversary tactics employed while being engaged by site armed responders, specifically, the rate of adversary travel was slowed due to site armed responder engagements. NRC staff asked clarifying questions about, if any variations were identified and how sites with different layouts and strategy designs may be impacted; how engagements are assessed and considered; where the methodology begins and ends; the impact of certain tactics, and how those tactics impact responder engagements. Additionally, UCS asked what the impact of the performance-based determination variations in the adversary rate of travel had on current industry practice and stated the methodology appeared to be circular reasoning while questioning whether the methodology was appropriate for application in RG 5.81 and operator actions.
