Lamar Blvd Arlington, TX 76011-4005 Dear Mr. Morris Enclosed is a copy of the Radiological Emergency Preparedness Program (REPP) final report for the Comanche Peak Nuclear Power Plant, Virtual Medical Services Drill that was evaluated on March 29, 2021. FEMA Region 6 staff evaluated the Lake Granbury Medical Center and Texas Emergency Medical Services located outside the plume exposure pathway emergency planning zone (EPZ), around the Comanche Peak Nuclear Power Plant (CPNPP) located near Granbury, Texas. There were no Level 1 or Level 2 findings and no Plan Issues identified during the Medical Services Drill.

Based on the results of the drill, the off-site radiological emergency response plans and preparedness for the State of Texas and the affected local jurisdictions are deemed adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological release. Therefore, 44 CFR Part 350 approval of the off-site radiological emergency response plans and preparedness for the State of Texas, site-specific to Comanche Peak Nuclear Power Plant, will remain in effect.

A hard copy of this report was mailed to the NRC Headquarters Document Control Desk and a copy was transmitted electronically to RIV FEMADistribution@nrc.gov as specified in the FEMA REP Program Manual dated January 2016.

SUMMARY

On March 29, 2021 and April 15, 2021 an out-of-sequence drill was conducted for the Comanche Peak Nuclear Power Plant (CPNPP), located near Glen Rose, Texas. Personnel from the U.S. Department of Homeland Security/FEMA (DHS/FEMA) Region 6 evaluated all activities. The drill was conducted as a virtual demonstration and assessment due to the COVID-19 Public Health Emergency. The purpose of the drill was to assess the level of preparedness of local responders to react to a simulated radiological emergency at the CPNPP. The previous medical drill conducted at Lake Granbury Medical Center was on September 11 , 2018.

Personnel from the Texas Department of State Health Services, Lake Granbury Medical Center, Texas Emergency Medical Service, Hood County and CPNPP participated in the drills. Evaluation Areas demonstrated included: Emergency Operations Management, Protective Action Implementation, and Support Operations/Facilities. Cooperation and teamwork of all participants was evident during the drill, and DHS/FEMA Region 6 wishes to acknowledge these efforts.

This report contains the final evaluation of this out-of-sequence virtual demonstration drill. The participants demonstrated knowledge of their emergency response plans and procedures and adequately implemented them. There were no findings identified during the evaluation. There were also no planning issues identified .

After Action Report/Improvement Plan Additional Information:

Unclassified Radiological Emergency Preparedness Program (REP)

Comanche Peak Nuclear Power Plant TexasEMS demonstration will be conducted Out of Sequence no later than 30 daysfrom March 29, 2021.

The hospital will explain/describe procedures for limiting exposure to hospital staff, decontaminating a patient, and restricting access to the area where the patient is beingtreated and monitored.

TexasEMS will explain/describe the capability to transport a contaminated, injured individual to Lake Granbury Medical Center. The ambulance crew will explain/describe how they would pick up a contaminated injured patient at and/or nearthe Comanche Peak Nuclear Power Plant. TexasEMS staff will explain/describe universal precautions and good housekeeping practices to minimize the spread of contamination focusing on treating the patient's medical condition.

TexasEMS will explain/describe how they get the information regarding the patient toLake Granbury Medical Center identifying the need for receipt of a contaminated injured patient.

Hospital personnel will explain/describe their knowledge of who to call beyond Comanche Peak Nuclear Power Plant for assistance in Radiological Accidents (e.g.,DSHS; Hood County).

  • The drill will conclude with one hospital ER nurse demonstrating the removal of protective clothing and Hood County RP explain/describing surveying of the emergency room and hospital personnel. RPT will also advise on the proper procedurefor release or disposal of contaminated material. Termination will be at the discretion ofthe Lead Controller and FEMA Evaluator(s) based on successful demonstration of objectives.

Following the conclusion of the drill, a short critique will be held.
