Letter from T. P. Haaf (CCNPP) to Document Control Desk (NRC), dated July 20, 2020, Change of Commitment Date for NEI Open Phase Initiative In Reference 1, Calvert Cliffs Nuclear Power Plant (Calvert Cliffs) submitted a letter deferring the full implementation of the Open Phase Condition (OPC) Detection system until June 30, 2021. The purpose of this letter is to notify the NRC that Calvert Cliffs plans to extend the completion date to Oct 30, 2021.
As previously communicated, Calvert Cliffs selected and installed on both units the OPC Detection system that was developed by Schweitzer Engineering Laboratories (SEL). The subsequent installation of a third 13kV service transformer along with several associated 13kV busses required changes to the existing OPC detection algorithm. As a result, a new monitoring period was entered to evaluate algorithm performance. The final set of data for this evaluation has been collected and is currently being analyzed. During the monitoring period, the system will have alarms enabled to notify Operations of potential Open Phase Conditions. At the conclusion of the monitoring period, Calvert Cliffs will remain in Alarm-Only mode using the guidance from NEI 19-02. This short extension to fully implement OPC detection will not adversely impact the safe operation of Calvert Cliffs Units 1 and 2.
