Indeveloping thedraft proposed rule that iscurrently before theCommission, the NRCstaff carefully examined the specific issues inyourletter, amongothers, including safety and security, regulation by exemption, public participation andawareness, spent fuelstorage, financial andphysical protection, andlessons learned frompreviously decommissioned plants.
TheCommission will further evaluate theseissues inourdeliberations onthestaff's draft proposed rule.
