Regulatory Roles US Nuclear Regulatory Commission (NRC)

  • License and Regulate the use of radiologic materials
  • Conducts Inspections SC DHEC
  • Assure proper investigation and cleanup of hazardous materials released into the environment under the Consent Agreement
  • Air and Water Discharge Permits

Environmental History

  • 1980s First Groundwater Assessment Due to Fish Kill in Gator Pond
  • Monitoring Well Network Established
  • Determined the Wastewater Lagoons were leaking Nitrates and Fluoride to the Groundwater
  • Groundwater Monitoring has Continued Since the 1980s to the present
  • In 1995 Solvent Chemical Contamination was Discovered in Groundwater
  • Additional Investigation (more monitoring wells) Targeted the Solvent Contamination
  • 1996-2011 Groundwater Treatment to Reduce the Solvents in Groundwater
  • 2011 System Turned Off as Solvent Concentrations had Stopped Declining

Known Contaminants In Groundwater

  • Nitrate
  • Fluoride
  • Ammonia
  • Solvents-Tetrachloroethene (PCE)

& Trichloroethene (TCE)

Nitrate Extent In Groundwater

Solvent Extent in Groundwater

Consent Agreement

Executed February 26, 2019

  • Establishes a Communication Protocol
  • Integrates Investigation of all Past and Current Releases
  • Response Mechanism for any Future Release
  • Requires Evaluation of Cleanup Alternatives
  • Remedial Design
  • Remedial Action

Consent Agreement Why?

A need to coordinate the individual contaminant release incidents into one broad, comprehensive agreement.

Consent Agreement Over the past year, several issues have been reported needing investigation and a path to closure.

  • Wastewater line leaks from 2008 and 2011 were reported in early 2018
  • Hydrofluoric Acid Station leak through floor discovered and reported summer of 2018 No formal process was in place to investigate and resolve these issuesthus the need for the Consent Agreement

Consent Agreement Now there is a comprehensive and consistent process in place to deal with all current and future releases to the environment

Current Investigation

Remedial Investigation Work Plan - Approved June 19, 2019

  • 29 new monitoring wells
  • 56 Soil Samples
  • 13 Surface Water Samples
  • 18 Sediment Samples
  • Sampling of all Groundwater Monitoring Wells

Update

  • HF Spiking Station
  • Private Well Sampling
  • Sea Land Containers

HF Spiking Station

  • A 16 by 12 ft area inside the plant building
  • All soil beneath the station has been removed to a depth of 12 feet and filled back in with concrete.
  • No evidence that groundwater was effected
  • Work is complete

Private Well Sampling Summer 2018

  • DHEC Sampled 14 Private Wells
  • Richland County Sampled 62 Private Wells None of the wells sampled showed any detection of any contaminant known in the groundwater at Westinghouse

Sea Land Containers

  • Inspection by Westinghouse on 5/31/19 found one with hole in its roof
  • Some drums inside were in poor condition. They are filled with materials containing Uranium for recovery - rags mops, etc.
  • Inspected all other containers

Sea Land Containers

  • As the Sea Land containers are emptied, the soil beneath them will be sampled.
  • This Area is part of the Southern Storage Area included for investigation under the Consent Agreement.
