RENEWED FACILITY OPERATING LICENSE NPF-30 FINAL SAFETY ANALYSIS REPORT REVISION OL-25 AND TECHNICAL SPECIFICATION BASES REVISION 16 In accordance with the requirements of 10 CFR 50.71(e) and 10 CFR 50.4(b)(6), Union Electric Company (Ameren Missouri) herewith submits Revision OL-25 to the Callaway Plant Final Safety Analysis Report (fSAR) (Standard Plant and Site Addendum), as well as Revision 16 to the Callaway Plant Technical Specification Bases (TS Bases). The FSAR has been revised to include all of the changes made to the plant during the period from 6 months prior to submittal of the last FSAR update (November 13 201 9) to completion of the last refueling outage (December 22, 2020). Pursuant to 10 CFR 50.71(e), the TS Bases have been revised to reflect all ofthe changes made to the plant since the time when Revision 1 5 was submitted (November 1 3 2019).

These documents are being transmitted in electronic format in accordance with the guidance of Regulatory Issue Summary (RIS) 2001-05, dated January 25, 2001 With respect to the FSAR, redacted and non-redacted versions are maintained due to the inclusion of sensitive unclassified, non-safeguards information (SUNSI) in the FSAR (as identified and affirmed in response to RIS 20 15-17, dated December 23, 2015). Two CD-ROMs are therefore provided with this submittal. One CD-ROM provides a complete non-redacted copy of the Callaway Plant FSAR, including SUNSI material that should be withheld from public disclosure in accordance with 10 CFR 2.390(d)(1). A second CD-ROM provides a complete redacted copy of the Callaway Plant FSAR.

ULNRC-06673 June 22, 2021 Page 2 of 4 In addition to the updated FSAR and TS Bases, the enclosed CD-ROM includes the Callaway Plant Operating License, Technical Specifications, and NRC Orders for Callaway Plant updated through March 24, 2021 Also included is an FSAR Change Log file that provides information on the FSAR Change Notices that were incorporated into FSAR Revision OL-25.

All of the provided documents are in the PDF Normal format and can be viewed using Adobe Acrobat Reader. A copy ofAdobe Acrobat Reader 5.0 with the Search plug-in is included on the CD-ROM.

Also included is an eLDL Readme file that provides a brief description of the format and some basic guidance for using the electronic licensing document library.

This submittal contains PDF files which contain hyperlinks to other files contained on the CD-ROM.

These hyperlinks are not essential to the use ofthe filing. Any material referenced by a hyperlink to another PDF file that was essential for the use of this filing has either been included by reference or submitted as part of this filing. In addition, the document file naming convention was created prior to the NRC requirement to use the ISO 9660 naming convention, and due to the interactive linking within the documents, these documents cannot be retrofitted to the ISO 9660 naming convention.

In connection with this update, and in light of Callaway Plants renewed Operating License, a review of changes subject to inclusion per 10 CFR 54.37(5) was performed for the period of May 1 2, 2019 through December 22, 2020. The review did not find any newly identified systems, structures, or components that would have been subject to an aging management review or evaluation of time-limited aging analyses in accordance with 10 CFR 54.21.
