Mr. Steven A. Harrison, Director Office of Radiological Health Virginia Department of Health James Madison Building 109 Governor Street, Room 736 Richmond, VA 23219
Dear Mr. Harrison:
On behalf of your friends and colleagues at the U.S. Nuclear Regulatory Commission I wish you the very best in your upcoming retirement. I want to personally recognize your 41-year career that started with Dominion Energy in 1980 and transitioned to the Commonwealth of Virginia in 2003. We recognize your faithful and exceptional public service as well as your countless contributions to the Organization of Agreement States, the Conference of Radiation Control Program Directors, the Southern Mutual Radiation Assistance Plan, the Emergency Management Assistance Compact, and the various working groups representing the National Council on Radiation Protection and Measurements, Critical Infrastructure Security, and National Capitol Region Consequence Management.
Your accomplishments are extensive, and your presence has been impactful. We benefited from your leadership as the Radiation Control Program Director for the Commonwealth of Virginia. Your achievements include three highly successful Integrated Materials Performance Evaluation Program reviews, nine Plume Exposure Pathway exercises, two 50-mile Ingestion Pathway exercises, and the authorship of numerous emergency preparedness articles and plans. As an active participant in the Conference of Radiation Control Program Directors, and as Chair, and Commissioner on the Southeast Interstate Low-Level Radioactive Waste Management Compact, you have left enduring impacts. We particularly note the Public Service Award you received regarding the Uranium Working Group and the successful transition of your office from a state funded entity to a self-supporting fee-based organization.
Please take pride in knowing that your tireless work has significantly enhanced our State and Federal partnership. I am grateful for your efforts to ensure high standards of quality in radiation protection programs across the nation and internationally and for your commitment to fostering a positive working relationship among the various agencies. I wish you and your family happiness and good fortune throughout your retirement and hope that youll be able to catch more Penguin games during the season. May you enjoy each day as it comes.
Sincerely, John W. Lubinski, Director Office of Nuclear Material Safety and Safeguards June 28, 2021 Signed by Lubinski, John on 06/28/21
