REPORT - 686th MEETING OF THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, JUNE 2-3, 2021

Dear Chairman Hanson:

During its 686th meeting, June 2-3, 2021, which was conducted virtually due to the COVID-19 pandemic, the Advisory Committee on Reactor Safeguards (ACRS) discussed several matters.

The ACRS completed the following correspondence:

Risk-informed Process for Evaluations (RIPE) of Low Safety significance Issue Resolution (LSSIR)

The NRC staff from the Office of Nuclear Reactor Regulation briefed the Committee on the background of this initiative and how it is being implemented. A representative of the Nuclear Energy Institute also made a presentation to the Committee on industry progress on RIPE, and a representative of the PWR Owners Group presented on expanding the RIPE concept to deal with generic issues. No public comments were offered. This was an information session for the Committee and no letter was produced. The transcript and slides for this session are included on ACRS public website.

Bylaws Review The staff continued its comprehensive review of the ACRS Bylaws. The Committee completed its review and will consider for approval at the July Full Committee meeting. The ACRS staff will work with the ACRS Chairman to produce a clean copy of the revised Bylaws and forward to all Members shortly after the June Full Committee meeting. The Committees intent is to finalize and vote on the revised Bylaws at the July Full Committee meeting.

Discussions at the Planning and Procedures (P&P) Session The Committee discussed the Full Committee and Subcommittee schedules through October 2021 as well as the planned agenda items for Full Committee meetings.

The ACRS Executive Director also led a discussion of significant notices issued by the Agency since the last Full Committee meeting in May 2021 (this activity is documented in the memorandum dated June 9, 2021).

The Committee discussed recommendations on the review of several draft and final regulatory guides, as documented in the memorandum mentioned above, dated June 9, 2021.

The Committee discussed and finalized the topics and presenters to be included in the draft scheduling note for the Commission meeting scheduled for October 8, 2021. The Committee decided on the following topics and presenters: Overview (Chairman Sunseri); Advanced Reactor Activities including 10 CFR Part 53, Fuel Qualifications and Source Term (Member Petti); Digital Instrumentation and Control activities focused on the unidirectional communications letter (Member Brown); and the NuScale control room staffing issue (Member-at-large Kirchner). The ACRS staff forwarded to SECY the proposed draft scheduling note on June 3, 2021. Subsequently, the Overview presenter was changed to Vice Chairman Rempe. On June 22, 2021, the Commission approved the ACRS proposed draft scheduling note.

Vice Chairman Rempe lead a discussion about interactions with X-energy on its advanced reactor design.

Member Ballinger led a discussion of plans for future interactions with reactor fuel vendors.

Chairman Sunseri and ED Moore led a discussion about plans for eventual conduct of in-person and hybrid meetings with Members attending at TWFN and via Microsoft Teams.

The Committee discussed the NRC Staffs response to the Committees letter on NRC Human Reliability Methods (IDHEAS-G). The Committee agreed with Member Bley that no further action was needed.

The Committee held a closed portion of the P&P session to discuss sensitive information.
