SUMMARY

OF THE REACTOR OVERSIGHT PROCESS MONTHLY PUBLIC MEETING HELD ON MAY 20, 2021 On May 20, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a public meeting with the Nuclear Energy Institutes (NEIs) Reactor Oversight Process (ROP) Task Force executives, and other senior industry executives, to discuss the staffs progress on the ROP initiatives. The topics discussed during this teleconference are described below.

Changes to Inspection Procedure 52003, Digital Instrumentation and Control Modification Inspection The NRC staff provided an overview of the upcoming changes to Inspection Procedure (IP) 52003, Digital Instrumentation and Control Modification Inspection, expected to be issued by July 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21139A229). IP 52003 is an infrequently performed inspection that is conducted on an as-needed basis requiring regional administrator authorization. The changes to IP 52003 include:

1) an overall update to the procedure taking into account lessons learned while conducting digital instrumentation and control inspections of the AP1000 units as well as the last use of the IP at Oconee; and 2) additional inspection of licensee oversight of the vendors manufacturing the modification if the licensees utilize the alternate review process as described in Interim Staff Guidance 06, Revision 2.

Industry Report on Lessons Learned from COVID Pandemic NEI provided a presentation on the industrys experience in responding to and supporting NRC inspections during the widespread use of remote and hybrid inspections as a result of the COVID pandemic (ADAMS Accession No. ML21139A116). This presentation was a continuation of the COVID lesson-learned presentation that NEI provided to the NRC during the CONTACT: Tekia V. Govan, NRR/DRO 301-415-6197

A. Masters April 2021 ROP meeting. The presentation focused on describing the COVID Experiment, what was learned from the pandemic, the new industry normal and the need for adaptation.

NEI provided recommendations that the nuclear industry could implement as a result of COVID lessons-learned that included the following:

  • establish guiding principles for adapting the inspection program to the New Normal;
  • engage with industry and other external stakeholders to identify challenges and solutions and address staff questions; and
  • identify opportunities to improve the inspection process through the use of technology (e.g., information collection).

NEI concluded the presentation by expressing their interest of collaborating with the NRC staff on COVID lessons-learned initiatives.

Communicating with the NRC staff At the start of all ROP public meetings, the project manager provides contact information for the public to use to provide their name as a participant in the meeting. This contact information is also provided for submitting questions and comments to the NRC technical staff. Please note that any questions and/or comments pertaining to the ROP project can be sent to Tekia.Govan@nrc.gov. Questions and/or comments will be forward to the appropriate NRC staff. The staff also mentioned the role out of the Contact Us about ROP page on the new ROP website, which can also be used to submit questions and comments regarding the ROP initiative (https://www.nrc.gov/reactors/operating/oversight/contactus.html).

Conclusion At the end of the meeting, NRC and industry management gave closing remarks. NEI expressed appreciation for the open dialogue and willingness of NRC staff to hear industry views. The NRC management stressed the importance of the NRC being focused on providing reasonable assurance of public health and safety when considering changes to the ROP.
