Iamresponding toyour letter dated May10,2021,requesting that the Commission reopen therecord ofdecision and strengthen thefour license conditions onthemonitoring ofalkali-silica reaction (ASR) expansion atSeabrook

Station, Unit 1(Seabrook) imposed by an Atomic Safety andLicensing Board(the Board) in2020following anagency adjudicatory hearing.

Overthecourse offour daysinNewburyport, MA,the Board heard testimony regarding theacceptability oftheASRmonitoring program atSeabrook from several experts, including Dr.Saouma,theexperts fortheNRC,andtheexperts for NextEra.

TheBoardalsoconsidered extensive written evidence fromallparties provided onthe docket.

On thebasis ofthefull record presented

toit, theBoardimposed four license conditions directed attheASRmonitoring
program, andconcluded that withthese license conditions
inplace, the program satisfiedthe NRC'srequirements.1 C-10sought reconsideration ofcertain aspects ofthedecision, including the terms of thelicense conditions imposed bytheBoard.

TheBoardreviewed this

motion, together with Dr.Saouma's recommendations, anddetermined that nosubstantive changes tothe existing license conditions werenecessary.2 TheBoard's decisions werenotappealed, andthe Commission hasdeclined review ofthedecisions.

Therefore, theissues raised inyour letter havebeenreviewed andconsidered byNRCtechnical experts andindependent administrative judges aspart oftheagency's adjudicatory process.

Although theadjudication ofthis issue hasended,theagencywill continue tomonitor potential concerns with ASRatSeabrook aspartofits regulatory responsibilities.

Verification ofthelicense conditions imposed aspartofthe2020adjudication will beincorporated into baseline inspections tobeperformed byNRCresident inspectors.

Theseinspections will be performed inaddition totheroutine safety inspections conducted atSeabrook underthe agency's Reactor Oversight Program.
