STATUS OF RECOMMENDATIONS: EVALUATION OF THE U.S. NUCLEAR REGULATORY COMMISSIONS OVERSIGHT OF THE VOICE OVER INTERNET PROTOCOL CONTRACT AND IMPLEMENTATION (OIG-19-A-17)

REFERENCE:

CHIEF INFORMATION OFFICER, OFFICE OF THE CHIEF INFORMATION OFFICER (OCIO), MEMORANDUM DATED APRIL 23, 2021 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated April 23, 2021. Based on this response, recommendations five and six remain open and resolved.

Recommendations one through four were previously closed. Please provide a status update for these recommendations by October 29, 2021.

Audit Report EVALUATION OF NRCS OVERSIGHT OF THE VOICE OVER INTERNET PROTOCOL CONTRACT AND IMPLEMENTATION (OIG-19-A-17)

Status of Recommendations Recommendation 5: Update the relevant management directives to include a) current telecommunications infrastructure and current organizational responsibilities, and b) a requirement to comply with MD 10.162 Disability Programs and Reasonable Accommodation when deploying any IT projects.

Agency Response Dated April 23, 2021: The Office of the Chief Information Officer (OCIO) continues to work closely with the Office of Administration to ensure all important and relevant guidance from Management Directive (MD) 2.3 and MD 2.7 are accurately consolidated into MD 2.6.

Target Date for Completion: August 31, 2021.

OIG Analysis: The proposed actions meet the intent of this recommendation. This recommendation will be closed when the OIG reviews consolidated MD guidance that includes a) current telecommunications infrastructure and current organizational responsibilities, and b) a requirement to comply with MD 10.162 Disability Programs and Reasonable Accommodation when deploying any IT projects.

Audit Report EVALUATION OF NRCS OVERSIGHT OF THE VOICE OVER INTERNET PROTOCOL CONTRACT AND IMPLEMENTATION (OIG-19-A-17)

Status of Recommendations Recommendation 6: Identify and implement a solution to address the issue pertaining to diverting an assigned phone line.

Agency Response Dated April 23, 2021: OCIO has established a self-service Voice of Internet Protocol (VOIP) password solution that will allow users to set and/or reset their VoIP passwords. However, our current maximum telework environment due to COVID-19 and limited on-site support staff do not provide optimal conditions in which to implement and support this service. OCIO has chosen to delay implementation of the solution in order to ensure there is available customer service and technical support to support full implementation. It is OCIOs desire to implement this solution by the end of fiscal year 2021 but may experience further delay should the current Public Health Emergency extend into the next Fiscal Year.

Target Date for Completion: September 30, 2021.

OIG Analysis: The proposed actions meet the intent of this recommendation. This recommendation will be closed when the OIG confirms that the OCIO has implemented a solution that addresses the issue pertaining to diverting an assigned phone line.

Status: Open: Resolved.
