LETTER NOMINATING NRC STAFF TO ASME NUCLEAR QUALITY ASSURANCE SUBCOMMITTEE ON SOFTWARE QUALITY ASSURANCE
Dear Mr. Givens:
I would like to nominate Ms. Deanna Zhang as NRC Contributing Member on the American Society of Mechanical Engineers (ASME), Subcommittee for Software Quality Assurance under the Committee on Nuclear Quality Assurance. Ms. Deanna Zhang is a Senior Reactor Operations Engineer in the NRCs Office of Nuclear Reactor Regulation. Ms. Zhang is also an NRC Representative in several Institute of Electrical and Electronics Engineers (IEEE) standards committees and can serve as a liaison for the Software Quality Assurance Subcommittee. Specifically, in this role, Ms. Zhang anticipates keeping the Software Quality Assurance Subcommittee informed of developments related to IEEE Standard (Std) 7-4.3.2, IEEE Standard Criteria for Programmable Digital Devices in Safety Systems of Nuclear Power Generating Stations, IEEE Std 1012, IEEE Standard for System, Software and Hardware Verification and Validation, among other related IEEE standards. Upon issuance of this letter, Ms. Zhang will proceed with completing the ASME PF-1 and PAF forms.
In accordance with the Office of Management and Budget Circular No. A-119, "Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities," January 27, 2016, the participation on a committee of an NRC-authorized representative does not connote agency agreement with, or endorsement of, decisions reached by the committee, or of standards approved, and published as a result of the committees efforts. Agency representatives participating on consensus standards developing groups will, to the extent possible, ascertain the views of the agency on matters of interest, and will express views that are consistent with established agency views.
However, the NRCs endorsement of these standards, if desired by the NRC, would be part of a separate activity, such as incorporation by reference into rulemaking, or endorsement in an NRC regulatory guide.
