Pursuant to. 1 O CFR 50.90, Energy Harbor Nuclear Corp. is submitting a request for ar:-i amendment to Facility Operating License No. NPF-:-58 for Perry Nuclear Power Plant, Unit No. 1 (PNPP). The proposed amendment would revise.the Updated Safety Analysis Report (USAR) t.o change.the methodology used 'for analysis of flooding hazards and. drain~ge within the local intense prec!pitation (LIP) domain and-reflect the resµlts from the new analysis. Based on the new analysis,. a new flood hazard*.
protection scheme ls*also proposed for PNPP. Energy Harbor Nuclear.Corp. has determined that the proposed changes to the* PNPP USAR require prior Nuclear Regulatory Commissior:i (NRC) approval. There are no technical specification changes*
associated with th.is request.

A second CD-ROM is provided that has information Identified in accordance with NRC Regi.Jl~tory Issue Summary (RIS) 2015-17, "Review and Submission of Updates to Final Safety Analysis Rep9rts, Emergency Preparedness Documents, and Fire Protection Documents," removed. Attachment 2 provides a listing of the document components that make up CD-ROM 2.
Perry Nuclear Power Plant L-21-002 Page2 Based on the new flood hazard analysis and new flood hazard *protection scheme, Energy Harbor Nuclear Corp. Is also submitting two requests for exemptions. Pursuant to 10 CFR 50.12, En~rgy'Harbor Nuclear Corp.. Is submitting requests for specific*
exemptions to c~it non-safety related protection features, inclyding *permanent (pas!:live) a.nd temporary.(deployable), as flood barriers (Enclosure 8) and to credit the plant storm drain systeni (Enclosure*C) in mitigation of flood levels during a LIP event.
Enclosures B and C are also being submitted electronically on the enclosed CD-RbMs.
Energy Harbor: Nuclear Corp. proposes this license amendment. and associated exemptions as part of a reconstitution effort for the design basis of the original probable maximum flood* event (small.stream flood) and UP domain analyses. Therefore, coordination of the.review and approval of the three requests is needed to support

Approval of the proposed amendment, Including the proposed exemptions, is requested by April 9, 2022. *Once approved,*the amendment shall be.implemented with.in 12o*d~ys.
