Ann Behrmann MD, Amy Schulz RN, and Hannah Mortensen, all officers of Physicians for Social Responsibility - Wisconsin (PSR), seeking, in part, an additional public meeting for the Environmental Impact Statement (EIS) Scoping for Point Beach Nuclear Plant Units 1 and 2 Subsequent License Renewal Application. The NRC Office of the Secretary referred this request to the NRC staff managing the environmental review of the application (refer to NRC ADAMS accession No.

ML21084A213) to respond to your request hold another public meeting. The staff previously responded to your request to extend the public comment period via email on February 25, 2021 (ADAMS accession No. ML21056A621)

Regarding your request for an additional scoping public meeting, we are denying your request. As stated in our February 25 email response to your organizations request to extend the scoping period, there will be another public comment period and public meeting after issuance of the draft Supplemental Environmental Impact Statement (SEIS). Tentatively, this meeting is scheduled to be held in November 2021 after issuance of the draft SEIS. The meeting date, time, and means for the public to participate will be advertised in advance of the meeting (in accordance with agency public participation procedures), via the Federal Register, the NRCs public meeting notification system, a press release, social media posts, and local newspaper advertisements. Any information that you feel was not adequately considered in the draft SEIS can be provided at that time. The NRC will consider these comments when finalizing the SEIS. These are the reasons for denying your request to reopen the environmental scoping period and to hold a second scoping meeting.

The NRC staff has determined that it will include your organizations March 23 letter with the rest of the environmental scoping comments received on the project and will consider them in the preparation of the draft SEIS. The NRC will document its scoping findings regarding significant issues identified for evaluation in the draft SEIS in a separate scoping summary report. When complete, this report will be distributed to your organization.
