Letter to Chairman, NRC, on Vogtle 3&4 Human Factors Engineering

Dear Mr. Shea,

This email is in response to your February 21, 2021, email to former Chairman Svinicki. Your email expressed your continuing concerns and clarifications related to the Vogtle Electric Generating Plant, Units 3 and 4 (Vogtle 3 and 4). We share your goal of a safe nuclear industry.

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your concerns and is satisfied Vogtle 3 and 4 are meeting the relevant requirements. Therefore, we consider these issues resolved.

Additionally, you requested a human factors engineering report related to Title 10 of the Code of Federal Regulations (10 CFR) 50.34(f)(2)(iii). The information you requested may be found in Chapter 18 of the Vogtle 3 and 4 updated final safety analysis report, Revision 9, in our Agencywide Documents and Access Management System (ADAMS) at Accession No. ML20181A515 and in Chapter 18 of NUREG-2124, Volume 2, Final Safety Evaluation Report Related to the Combined Licenses for Vogtle Electric Generating Plant, Units 3 and 4, (ADAMS Accession No. ML12271A0480).

Chapter 18 of NUREG-2124, Volume 2, references NUREG-1793 Final Safety Evaluation Report Related to Certification of the AP1000 Standard Plant Design. The NRC staffs Human Factors Engineering reviews for the originally certified AP1000 design and the AP1000 amendment are documented in NUREG-1793, Original Report and Supplement 2, available at ADAMS Accession Nos. ML112061231 and ML043450284. Thus, we are including references to all these documents.
